RFQ Notice

The Town of Hartford, a municipality of the State of Vermont, is accepting quotes through Friday April 8th, 2016 from qualified vendors for the provision and installation of commercial quality vertical blinds or other equivalent window treatments for most but not all the windows in the Town Hall. There are approximately 16 regular size windows and 7 double windows where such blinds are to be installed. The Town, through its Town Manager, reserves the right to reject any or all quotes and to request additional information or clarifications from proposers.  At the discretion of the Town, firms submitting proposals may be requested to make oral presentations or interviews as part of the evaluation process at no cost to the Town. REQUIREMENTS

  • Quotes will be accepted through Friday April 8th, 2016 and shall be addressed to the Town of Hartford at the above address bearing on the outside the name of the proposer and clearly captioned "Quote for Window Blinds or Shades". Quotes will become part of the Town's files without obligation on the Town's part.
  • Submitted quotes shall include detailed specifications and material and hardware samples of the one or more types of blinds that are quoted on including all warranty information and length of time that Vendor is willing to stand by the installation at no cost to the Town in the event of an installation problem. Vendor will provide reasons why they quoted on a particular type of product pointing out what they feel are the advantages and disadvantages of each different type of product quoted on.
  • Submitted quotes shall list at least three business locations (with names and phone #’s) where Vendor has installed similar blinds as references. Vendors hereby understand and agree that Town is authorized to contact each of these to obtain feedback on their satisfaction with product and installation.
  • Vendor shall submit itemized installed prices for each of the two different sized windows (16 regular and 7 double windows). If Town should increase this number of installations at the time if order, the itemized price will not increase. If Town should reduce this number to be provided and installed, then Vendor will be able to make a reasonable adjustment to the price. Generally, the windows to receive window treatments are in the offices (but not the conference rooms) on the east and west sides of the first and second floors of the building.
  • The criteria in no particular order that the Town will use in reviewing these quotes follows:
    • Responsiveness to RFQ and completeness of information and material submitted with quote.
    • Perceived quality, appearance and utility of proposed window treatments quoted.
    • Reference checks.
    • Demonstrated experience with providing and installing commercial window blinds.

  • The Town Report Booklet will be 8 ½ X 11”, with perfect binding.
  • The Town Report will be approximately 222 pages plus an 8 point coated one-sided cover (Carolina).
  • The report will be printed on white 50lb. Offset. The warnings (2) will be different color sheets.
  • The Town Report will be labeled and mailed to residents on or before February 12, 2016. Labels will be provided. The cost of the mailing permit is not to be included in the quotation for the Town Report.
  • Approximately 800 reports will be necessary.
  • The Report will be delivered to the printer, camera ready, no later than January 15, 2016.
  • The printer will provide a proof for approval before commencement of printing.
  • Quotations are requested to be quoted as a set amount per page for 800 copies. Sample paper and cover stock shall be submitted with quotation.
  • Quotation will include the cost for typesetting and mechanical for the Town Report Cover.
  • An undetermined number of pictures will be included in various sections of the Report. Quotations on pictures are requested to be quoted as a set amount per picture for 800 copies.
  • All quotations should be received at the Town Manager’s Office by 1:00pm on Wednesday, December 15, 2016.

Q: Is there an ideal timeline that the Town & School District would prefer for strategy and execution, or, a set of phases to occur (research, strategic recommendation, implementation)?
A: We are not prescribing a timetable for implementation. That should be a recommendation of the consultant.

Q: Are there particular towns across the US that Hartford is interested in comparing itself to/learning from?
A: There are no specific localities for identified for benchmarking.

Q: Will costs associated with project execution come out of the total amount awarded, or be incremental to the award?
A: The total cost proposal should include these expenses. They should specifically itemize as suggested in Section B of “Selection Process Overview.”

Q: Has the town invested stakeholders (small business owners, educators, town employees, etc) in the project in order to ensure data transparency and cooperation with project consultants?
A: The Town and School District will assure transparency and cooperation of their employees with the consultant, as they work under their respective Administrations. However, to the best of my knowledge, there has been no communication with specific business owners to prepare them to participate as stakeholders.

Q: In 2018, HCOREI, discussed having a bias reporting system where they would serve as a resource to the community, did this occur? Is HCOREI still looking to serve in this capacity?
A: We have no bias reporting system in place, nor does our HCOREI committee possess the expertise to design one. However, we are eager to learn and hope such a system will be an aspect of the proposal; something we can eventually integrate into the Town/School District/Committee process.

I. NOTICE TO BIDDERS
Sealed bids will be received at the Town Manager’s Office, 171 Bridge Street, White River Jct., VT 05001, until 3:00 p.m.,
Friday, June 25, 2020.
II. INVITATION TO BID
Sealed bids, subject to the conditions as shown herein, are requested on the following, with services to be provided as per the
enclosed list of requirements and to be inclusive of any charges for freight, delivery, containers, packaging, etc. Bids must be
submitted in a sealed envelope plainly marked 2020/2022 CLEANING CONTRACT.
III. INSTRUCTIONS TO BIDDERS
1. Proposals shall be typewritten or written in ink on the form prepared by the Town or on a reasonable substitute. Officials
of corporations shall designate their official title; partners or sole owners shall so state, giving the names of all interested
parties. All corrections or erasures shall be initialed by the person signing the bid.
2. A bidder shall not stipulate in their proposal any conditions not contained in the specifications. Any proposal which fails to
comply with the literal letter of these instructions and the specifications may be rejected forthwith.
3. It is the Town’s intent to enter into a 2 year contract with an option of an additional 4 years, which may be broken by
either party upon giving a 60 day notice.
4. A schedule of the required work activities for each property is attached. Bidders may contact the Town Manager at 802-
295-9353 to schedule an appointment to inspect the properties during business hours prior to 5:00pm June 24, 2020.
5. In submitting the proposal, the vendor agrees that acceptance of any or all bids by the Town of Hartford within a
reasonable time or period constitutes a contract. No delivery shall become due or be accepted unless a purchase order
shall first have been issued by the Town.
6. The Town reserves the right to reject any and all bids for any or all items covered in the bid request, to waive
informalities or defects in bids or to accept such bids as it shall deem to be in the best interest of the Town.
7. Discounts will be figured from the date of delivery and acceptance of the articles, or in the case of an incorrect invoice,
from the date of receipt of the corrected invoice, if subsequent to delivery and acceptance.
8. In determining the lowest bid, the Town will consider all responsible bids on the basis of net price to be paid after
deduction of the discount specified by the bids.
9. The successful bidder shall indemnify and hold harmless the Town of Hartford against all claims for royalties, for patents
or suit for infringement thereon which may be involved in the manufacture or use of the material or materials to be
furnished.
10. The successful bidder shall be in good standing with respect to any and all Town taxes, fees, assessments, betterments or
other Town of Hartford charges.
11. All goods shall remain the property of the seller until delivered to and accepted by the Town.
12. All employees of the successful bidder working within Town of Hartford locations shall be fingerprinted and favorably
pass background checks.

RFP- Bugbee Senior Center Feasibility Study
The Town of Hartford, Vermont is requesting proposals from qualified firms to complete a feasibility study for renovations of Bugbee Senior Center. The feasibility study is the first step in evaluating the viability of necessary renovations to improve accessibility, modernize mechanical systems, and adapt the program of the building to better fit current needs of the seniors who use the facility. The feasibility study will analyze and develop the desired alternative for renovations and improvements, consider both building and grounds, and develop a capital improvement plan to aid maintenance in the future.

INTRODUCTION

The Town of Hartford, Vermont, is requesting proposals from qualified firms of Certified Public Accountants to audit its financial statements for the fiscal year ending June 30, 2017, with the option of auditing its financial statements for each of the two subsequent fiscal years.

Five paper copies of your firm’s proposal must be submitted by mail or hand delivered in a sealed envelope clearly marked “RFP – Audit Services” on or before 5:00 PM Monday June 12, 2017 to:

The Town of Hartford reserves the right to reject any or all proposals submitted. Proposals will be evaluated by the Town based on firm experience and reputation, understanding of Town requirements, and price. During the evaluation process, the Town reserves the right, where it may serve in the Town's best interest, to request additional information or clarification from proposers. At the discretion of the Town, firms submitting proposals may be requested to make oral presentations as part of the evaluation process.

NATURE OF SERVICES REQUIRED

The Town of Hartford, Vermont, desires the auditor to express an opinion on the fair presentation of its general purpose financial statements in conformity with generally accepted accounting principles. The Town also desires the auditor to express an opinion on the fair presentation of the combining and individual fund financial statements and schedules in conformity with generally accepted accounting principles. Lastly the Town requires Agreed Upon Procedures to be completed for the Tax Increment Financing District.

The audit shall be performed in accordance with generally accepted auditing standards as set forth by the American Institute of Certified Public Accountants; the standards for financial audits set forth in the U.S. General Accounting Office's Government Auditing Standards; the provisions of the Single Audit Act of 1984 (when applicable); and the provisions of the U.S. Office of Management and Budget (OMB) Circular A-128, Audits of State and Local Governments.The Town does not anticipate spending in excess of $750,000 in federal awards in Fiscal Year 2017 and will not require an audit in accordance with the Single Audit Act of 1984. It is possible, that in subsequent years, a single audit will be needed.

It is expected that in determining the extent of test procedures, full consideration will be given to the apparent effectiveness of the system on internal accounting controls. The feasibility of recommendations for improvements in the accounting system and internal controls will be discussed during the course of the engagement. In the required report on internal control, the auditor shall communicate any reportable conditions found during the audit. Reportable conditions that are also material weaknesses shall be identified as such in the report. Non- reportable conditions discovered by the auditors shall also be reported in a separate management letter, which shall include all instances on noncompliance.

The auditor will print, bind and submit eight (8) copies of the audit report to the Town. Additional copies of the report shall be submitted to the federal cognizant audit agency and any agencies of the State of Vermont, as required.

At the conclusion of the audit, the auditor will meet with the Selectboard to discuss the results of the audit and any findings that are included in the auditor’s management letter.

All working papers and reports shall be retained for a minimum of three years, unless the firm is notified in writing by the Town of the need to extend the retention period.

DESCRIPTION OF THE GOVERNMENT

The Town of Hartford has a population of approximately 9,500. The Town is organized under the Selectboard - Manager form of government. The Selectboard members are elected at large by the registered voters of the Town. The Town provides the following services to its citizens:

Highway and streets, planning and zoning, general administration services, public safety (police, fire and ambulance), streets, health and social services, culture and recreation, planning and zoning, community development, public improvements and Tax Increment Financing. Other services include utility (solid waste, water and waste water) operations.

The Town has a total payroll of (+/-) $6,600,000 covering one hundred (100) full-time and forty (40) part-time or seasonal employees. The approved budget for the most recent fiscal year is $16,401,595 for the General Fund and $7,531,554 for the Enterprise Fund.

The funds of the Town can be divided into two categories: governmental funds and proprietary funds.

PROPOSAL REQUIREMENTS

Interested firms shall submit its proposal separated into two sections, the technical proposal and the cost proposal.
The purpose of the technical proposal is to demonstrate the qualifications, competence and capacity of the firms seeking to undertake the audit of the Town of Hartford in conformity with the requirements of this request for proposals. The technical proposal should demonstrate the qualifications of the firm and of the particular staff to be assigned to this engagement. It should also specify an audit approach that will meet the request for proposals requirements. The technical proposal shall provide the necessary information in the following sequence:

  • Background of the firm - the proposer should state the size of the firm, the size of the firm's governmental auditing staff, and the number and nature of the professional staff to be employed in this engagement. The firm is also required to submit a copy of the report on its most recent quality control review, along with a statement whether that quality control review included a review of specific government engagements.
  • Partner, supervisory and staff qualifications and experience - the proposer should identify the principal supervisory and management staff who would be assigned to the engagement. Provide information on the government auditing experience of each person.
  • Similar engagements with other government entities - The proposal shall include the five most significant engagements performed in the last five years that are similar to the engagement described in this request for proposals. Indicate the scope of the work, a sample and the name and telephone number of the client contact.
  • Specific audit approach - the proposal should set forth a plan of implementation, including an explanation of the audit methodology to be followed. The work plan should include a description of tasks, estimates of work effort, time budgets, and a detailed breakdown of responsibilities of all audit personnel

  • The cost proposal should be structured as follows:
  • Total all-inclusive maximum price - the cost proposal should include a total all-inclusive maximum price for the engagement for the year ending June 30, 2017, and for each of the two subsequent engagement years for which the Town has the option of continuing in this contract.
  • Breakdown of costs by year by partner (principal), supervisory and staff level.
  • Out-of-pocket expenses included in the total all-inclusive maximum price and reimbursement rates.
  • Manner of payment - progress payments will be made on the basis of hours of work completed during the course of the engagement. Interim billing shall cover a period of not less than a calendar month.

EVALUATION CRITERIA

The audit firm will be selected based on two criteria, technical qualifications and price. The technical qualifications will examine each proposer's expertise and experience in providing quality audit services to government entities and the quality of the firm's professional personnel who would be conducting the audit, as well as the approach of the audit and the plan for implementation. Cost will not be the primary factor in the selection of an audit firm.

The Town desires to meet with each firm for a pre-proposal meeting during the week of June 5th through June 8, 2017.

SOUTH MAIN STREET MUNICIPAL PARKING LOT PROJECT - The existing municipal parking lot will be
redeveloped and will consist of the following items: regrading and repaving the lot, meeting
requirements of the Americans with Disabilities Act, providing access for emergency vehicles, adding
lighting for safety, increasing the number of parking spaces, incorporating areas of green space to
improve aesthetics, incorporating stormwater treatment practices, and relocate and add electric vehicle
charging stations. The project will also include the installation of sidewalks to create a defined buffer
between the parking lot and Currier Street.  

CURRIER STREET CONSTRUCTION PROJECT - The construction of Currier Street will be completed to
connect to South Main Street, and will consist of the regrading and paving the roadway; installation of
sidewalks, lighting, dumpster pad and enclosure, and stormwater infrastructure; and incorporating
green space and tree plantings.  

Owner anticipates that the Project’s total bid price will be approximately between $1,250,000.00 and
$1,500,000.00 for the Municipal Parking Lot and approximately between $300,000 and $400,000 for Currier
Street. The Project has a total expected duration of 180 days.

2023 Request for Bids - Hartford Avenue Sidewalk Reconstruction & Resurfacing (Closed)
The Town of Hartford is seeking sealed bids from qualified contractors to reconstruct and resurface 1,132’± of sidewalk along Hartford Avenue (US Route 5) from a point 51.5’ north of the northerly Cumberland Farms entrance to the southerly side of A Street within the current calendar year. Bidders may request a voluntary site visit and meeting March 20th through March 24th between the hours of 7:00 AM and 3:00 PM by emailing cholzwarth@hartford-vt.org.. Please use send receipt to insure your communication has been received and acknowledged.     

The intent of the pre-proposal meeting and site visit is for the contractor to gain onsite knowledge and develop questions to be provided in writing and submitted by 4:00 PM local E.S.T. on Friday March 31st, 2023, Written responses will be prepared by the Town and posted on the Town’s web site by 4:00 PM local E.S.T. on Friday April 7th, 2023.

The Town of Hartford (Owner) is requesting Bids for the construction of the following Project: 

Quechee Main Street Culvert Replacement, Contract 2018-1  

Bids for the construction of the Project will be received at the Town Manager’s Office located at 171 Bridge Street, White River Junction, VT, until Thursday, April 13, 2023 at 2:00 PM local time. At that time the Bids received will be publicly opened and read.

The Project includes the following Work: Replace an existing 5-foot diameter CMP culvert with a new 6’ high and 10’ wide precast concrete box culvert, including water main, sewer main and storm drain relocations, reconstruction of a stone masonry wall, and pavement restoration. The precast concrete culvert has already been purchased by the Owner and will be furnished to the Contractor.

The Project has an expected duration of 60 calendar days to substantial completion.
